The six remaining companies backing the controversial Building Engineering Services National Agreements are seeking discussions with Unite general secretary Len McCluskey, HV News understands.

A source close to the negotiations said each of the six firms had now staged individual board meetings ahead of a collective meeting today to plot a response to Balfour Beatty’s shock u-turn on the introduction of new payments terms for ME workers.

The source said:  “We are now seeking further discussions with Unite’s general secretary Len McCluskey looking for Unite to meet us by end of week for constructive dialogue, but we have had no response yet.”

It is not yet clear how the remaining firms, which include NG Bailey, Crown House, Gratte Brothers, Spie Matthew Hall, Shepherd Engineering and T Clarke, will respond to Balfour Beatty’s withdrawal.

The company is the largest of the breakaway firms and had been singled out for strike action by Unite which branded it the ringleader of the move to drop the 40 year old JIB agreements.

Unite has publicly issued calls for the remaining firms to follow suit.

Unite national construction officer Bernard McAualey is understood to have contacted each of the six firms individually immediately following Balfour Beatty’s withdrawal warning of the consequences should they fail to follow suit.

Balfour Beatty’s decision to withdraw from BESNA and seek talks with the union to reform the JIB came after a judge ruled against its attempt to block strike action voted for by 295 Unite members, with 145 against.

Balfour Beatty Engineering Services, the subsidiary which employs the majority of its workers who would have been eligible for BESNA, announced it had signed up over 95 per cent of staff to the new terms.

A statement issued by the Heating and Ventilation Contractors Association – the group which helped draft BESNA on behalf of the breakaway contractors – last week said that 88 per cent of workers across the BESNA backing firms had signed up.

Balfour Beatty’s withdrawal from BESNA follows that of MJN Colston late last year.

A Glasgow GP has been given a two year conditional discharged and ordered to pay costs of nearly £5,000 after failing to maintain a gas boiler.

The boiler was installed at a student flat in Oxford, but had not been serviced for two years, the court heard.

The flat’s owner, Dr Tariq Mahmood called a gas installer to service the appliance, who called an gas safety engineer.

As a result, the boiler was condemned and the case reported to the Health and Safety Executive.

Dr Tariq Mahmood, of Newton Mearns, Glasgow, pleaded guilty to regulations 36(2)(a) and 36(2)(b) and two counts of 36(3)(a) of the Gas Safety (Installation Use) Regulations 1998.

Unite the union has begun to build pressure on the six remaining major electrical contractors planning to introduce the Building Engineering Services National Agreement after Balfour Beatty announced plans to withdraw.

Uinte’s Bernard McAulay is in the process of contacting the contractors – Tommy Clarke, Crown House Technologies, Gratte Brothers, SES and Spie Matthew Hall – to warn them of the consequences if they fail to follow Balfour Beatty Engineering Services’ lead and abandon the new agreements.

The contractors are understood to be in the process of calling board meetings to discuss a response to the developments.

BBES’ decision to drop BESNA in favour of talks with Unite comes after the contractor lost its court battle to block the union’s planned strike action.

Butler confirmed that DECC officials are planning to announce a firm timeline for the RHI phasing-in within the next month.                                           

Butler adds: “Of course, there are additional issues to consider on the Government side such as how the RHI will link with the Green Deal.                                    

“These things take time, but we are hoping to see announcements confirming regular long-term incentives for renewable heat in the next month or so, along with a commitment to align RHI with Green Deal as soon as possible”.

Mrs Butler advises installers not to get caught in the cold when the RHI and Green Deal launch.               

“Start working now on identifying appropriate training courses and MCS accreditation routes so you can hit the ground running this Autumn.”
